The Climate Protection Act (KSG), passed in 2011 and last amended in 2017, sets emission ceilings for the energy and industry sectors (outside the EU Emissions Trading System), transport, buildings, agriculture, waste management, and fluorinated gases until 2020 and regulates the development and implementation of effective climate protection measures.

Even though the Climate Protection Act (KSG) does not contain sectoral targets for the period after 2020, it has not formally expired or been repealed. Rather, coordination and reporting obligations under the law continue to apply.

To ensure compliance with the sector targets, the federal government, represented by the relevant federal ministries, must develop measures together with the federal states. Furthermore, the KSG stipulates that the federal and state governments agree, through financial equalization, on a cost-sharing arrangement in the event of the Republic of Austria exceeding its annual emission limits. A progress report on the implementation of the KSG is submitted to the National Council annually.
