National Energy and Climate Plan (NECP)

The National Energy and Climate Plan (NECP) is a plan that all EU member states are required to submit to demonstrate their pathway towards achieving the EU’s energy and climate targets.
The NECP outlines how the legally binding targets for 2030 will be achieved. According to the EU targets, Austria must reduce its greenhouse gas emissions by 48 percent by 2030.
A key foundation of the NECP is the so-called WAM scenario (With Additional Measures). This scenario calculates the expected greenhouse gas reduction based on all adopted and already planned measures. It helps identify which additional actions are still needed.
The WAM scenario shows that, with further measures in sectors not covered by the EU Emissions Trading System (ETS), the reduction commitments can be met by 2030.
During the development of the plan, the public was involved through a consultation process.
The plan has now been updated in accordance with Article 14 of Regulation (EU) 2018/1999 (EUR-Lex) on the Governance of the Energy Union and Climate Action, for submission to the European Commission.

Strategic Environmental Assessment of the NECP
As part of the 2024 update of the National Energy and Climate Plan (NECP), a Strategic Environmental Assessment (SEA) was carried out in accordance with the requirements of the SEA Directive 2001/42/EC. The Environment Agency Austria prepared an SEA Environmental Report on behalf of the Federal Ministry for Climate Action (BMLUK).
