Monitoringkonzept und Berichterstattung - Templates and Guidance
Luftfahrzeugbetreiber sind verpflichtet für die Übermittlung von Monitoringkonzepten und jährlicher Emissionsberichte elektronische Vorlagen beziehungsweise spezifische Dateiformate zu verwenden.
In accordance with paragraph 8 (1) of the Austrian Emissions Allowance Law (EZG 2011), aviation operators assigned to the Republic of Austria as "adminstrative Member State" are obliged to report their CO2 emissions for the respective previous year.
The templates for annual emissions and tonne-kilometres have been prepared by the European Commission. The templates, together with a verification report from an independent verifier, are to be submitted to the Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) via the Electronic Data Management System (EDM) every year by 31st of March (edm.umweltbundesamt.at).
The European Commission adopted a Regulation on the approval of a simplified tool by Eurocontrol for estimation of fuel consumption by certain aircraft operators with limited flight activities (less than 243 flights per 4 months period or less than 10 000 tons CO2).

Eurocontrol offers further support services to aircraft operators for their emission reports.
Templates for Monitoring Plans!
With the publication of the Commission Regulation (EU) No 600/2012 of 21 June 2012 on the verification of greenhouse gas emission reports and tonne-kilometre reports and the accreditation of verifiers pursuant to Directive 2003/87/EC an overall framework of rules was established, to ensure that verification reports and verification activities in the Member States meet the same standards.
The Commission Regulation (EU) No 601/2012 of 21 June 2012 on the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC adjusts previous experiences of industrial operators, aviation operators, verifiers and competent authorities to the monitoring and reporting of the Union’s greenhouse gas emission allowance trading scheme.
Templates for monitoring plans (emissions and tonne-kilometres) have been prepared by the European Commission in accordance with the Commission Regulation (EU) No 601/2012 on monitoring and reporting.
Monitoring plans on tonne-kilometres are to be updated only in case an operator intends to apply for free allocation from the special reserve according to article 3f of Directive 2003/87/EC (new entrants to the market and aircraft operators with an average activity growth of more than 18% annually).
